Coon Rapids Man Charged with DWI After Traffic Stop Reveals High Blood Alcohol Concentration

A Coon Rapids man is facing multiple gross misdemeanor charges after police say he was pulled over for erratic driving and later recorded an alcohol concentration more than twice the legal limit.

According to a criminal complaint filed October 7, 2025, Michael Ervin Layland, 59, has been charged with third-degree driving while impaired and violating alcohol-related driving restrictions.

Traffic Stop and Field Testing

Court records state that at about 9:38 p.m. on October 6, 2025, a Coon Rapids officer noticed a Chevrolet Silverado weaving on Woodcrest Drive NW. The officer said the truck crossed over lane markers, prompting a traffic stop.

The driver, identified as Layland, reportedly smelled strongly of alcohol and had glossy eyes. When asked for paperwork, he dropped the license plates he attempted to show the officer.

Field sobriety testing followed. Layland said back problems prevented him from performing balance-based tests, but officers reported clear signs of impairment on a horizontal gaze nystagmus test. A preliminary breath test at the scene registered 0.192 — more than twice the state’s 0.08 legal threshold.

Official Test Results

Layland agreed to provide a breath sample under Minnesota’s implied consent law. A DataMaster test administered at 10:26 p.m. recorded his alcohol concentration at 0.19.

Records show Layland’s driving privileges were already restricted, with a condition prohibiting alcohol or drug use while operating a vehicle. Prosecutors argue the violation of that restriction is an aggravating factor in the DWI charge.

Custody and Court Proceedings

Judge Jennifer Stanfield signed an order for detention, keeping Layland in custody following his arrest.

A subsequent order allowed his conditional release if he enters the Felony Conditional Release Program (FCR) and abstains from alcohol or mood-altering substances.

Layland is scheduled for an initial appearance on December 17, 2025, at 8:30 a.m. before Judge Jenny Walker Jasper in Anoka County District Court.

The prosecution has notified the defense that its evidence includes materials obtained through search and seizure and admissions made by the defendant.
