Blaine Man Charged With DWI After Crashing Into Traffic Barrels With .21 Blood Alcohol Level

A Blaine man is facing multiple driving-while-impaired charges after allegedly plowing through traffic barrels and driving into oncoming lanes with a blood-alcohol level nearly three times the legal limit.

According to the criminal complaint filed October 13, 2025, Andrew John Felland, 42, was charged in Anoka County District Court with gross misdemeanor third-degree DWI and misdemeanor fourth-degree DWI following a traffic complaint that led to his arrest on the evening of October 12.

Erratic Driving Leads to Traffic Stop

At approximately 7:42 p.m., a caller reported a reckless driver in the area of 126th Avenue NE and Jackson Street NE in Blaine, telling dispatchers that a pickup truck had hit several traffic barrels, crossed the centerline, and veered into oncoming traffic before swerving back into its lane.

When Officer Blilie of the Blaine Police Department located the vehicle, it was parked and running near the intersection. Felland was behind the wheel. The officer noted a strong odor of alcohol, red, watery eyes, and slurred speech. Felland allegedly admitted that he had been drinking before driving.

Field-sobriety tests were administered, which Felland performed poorly. He then consented to a preliminary breath test, which registered a .245 blood-alcohol concentration.

Over the Legal Limit

Felland was taken to the Blaine Police Department, where he was read the Minnesota Breath Test Advisory and agreed to a formal test. At 9:00 p.m., the test produced a .21 BAC, well over the state’s legal limit of .08.

The officer’s report notes that Felland’s criminal history showed no prior impaired driving convictions, meaning this arrest will be treated as a first-time offense under Minnesota law.

Charges and Potential Penalties

Felland faces two counts:

  • Third-degree driving while impaired (BAC .08 or higher within two hours) — gross misdemeanor, punishable by up to 364 days in jail and a $3,000 fine.
  • Fourth-degree driving while impaired (under the influence of alcohol) — misdemeanor, punishable by up to 90 days in jail and a $1,000 fine.

Judge Karin McCarthy signed an order for detention on October 13, keeping Felland in custody pending his initial court appearance.

Public Safety Concerns

Law enforcement officials in Blaine and throughout Anoka County have warned about a rise in impaired-driving arrests in recent months, especially during evening hours along Highway 65 and surrounding neighborhoods. The incident underscores the continuing dangers of intoxicated driving — even on local residential roads.

Felland’s next court appearance has not yet been scheduled.
